Overview:
Teachers in public and private schools in Washington State are required to hold a teaching certificate. The Professional Teacher certificate is an official document which attests to minimum requirements:
  • Age.(18 years old)
  • Moral Character & Fitness.A background check which includes obtaining fingerprints and being screened by both the Washington State Patrol and the FBI.
  • Degree. A bachelors degree from a regionally accredited college/university.
  • Preparation Program.A Washington State approved professional certification program, or
  • Certificate. A valid teaching certificate issued by the National Board for Professional Teaching Standards, or
  • Equivalent program. A program in another state whose advanced level certification program is comparable to that in Washington (only Oregons Continuing Teaching License program as of 2005)
  • Issues of Abuse.The candidate must have taken coursework in issues of abuse, which must include information related to identification of physical, emotional, sexual, and substance abusel the impact on learning and behavior; the responsibilities of a teacher to report abuse or to provide assistance to victimized children; and methods of teaching about abuse and its prevention.
  • Basic Skills Test. If applying from out-of-state for a residency or professional certificate, applicants must pass a basic skills test within 12 months of receiving their first temporary permit. Those who have a passing score on the CBEST or Praxis may submit official score reports in lieu of the WEST-B. For information on test registration/administration, contact National Evaluation Systems at (800) 784-4999. Online registration is available at http://www.west.nesinc.com
  • Endorsement Test. If applying after August 31, 2005, from out-of-state for a residency or professional certificate, applicants must pass an endorsement test for each endorsement desired. Applicants with 3 years of teaching experience must complete the requirement within 12 months of receiving their first temporary permit. The Professional teacher certificate enables someone to obtain employment and to teach in specific endorsement areas listed on the certificate.

Fingerprints - If you do not hold a valid Washington certificate, you must submit fingerprints and fingerprint fee to the OSPI Fingerprint Office.  Obtain fingerprint instructions from an ESD. Do not delay fingerprinting until you are ready to submit your application since fingerprints can delay your application process by eight to ten weeks. You can have fingerprints taken before coming to Washington.   X
